One benefit per household
Lifeline is limited to one benefit per household, not per
person. A household is everyone who lives together and shares
income and expenses. Two adults at the same address who buy
their food and pay their bills separately count as two
households and can each hold a benefit.
Who regulates Lifeline in Illinois
Telecommunications providers in Illinois are overseen by

Illinois Commerce Commission. If a provider will not resolve a billing or service
complaint, the commission is where to escalate it. Complaints
about the Lifeline benefit itself go to the FCC.

Can I get a free phone in Illinois without a job or any income?

In practice most people with no income already receive SNAP, Medicaid or SSI, and enrolling in any of those qualifies your household directly without an income check.
