income and expenses. Two adults at the same address who buy
their food and pay their bills separately count as two
households and can each hold a benefit.

Maine Telephone Assistance, alongside the federal benefit. Where
a state program exists it can increase the discount or widen
who is eligible, and it is administered separately from
